Heritage, Culture and Environment Meeting in August Cancelled

Given that it is August, that we don't have much on the agenda and that some interesting activities are taking place through the Hayle Oral History Project and the Hayle Community Archive, we have decided to cancel the meeting on August 4th. The next meeting will be on October 1st.

Monday 24th August - Hayle Tales Short Films - Premiere of new film created by Hayle Youth Project, Premiere of 5 animations made by BA Animation students from University College Falmouth and an animation by children from Bodriggy, Connor Downs, Gwinear, Penpol & Leedstown schools. Free entry & refreshments. 6.30pm Hayle Town Youth Club, High Lanes/ Humphry Davy Lane TR27. Possible live music/ 30 minute archive film screening. Enquiries call 01736 753962.

*Bike rides go around a mostly flat route with some short periods on road (with pavements available for walking & young children). There are limited places please try to book on 01736 753962 to avoid disappointment. Helmets are compulsory.

Traffic and Transport, Wednesday 29 July

Do you think that we need a new junction on the A30 at Tolroy to help solve traffic congestion in Hayle?  In you have any views on this you are welcome to come along to the meeting of The Traffic and Transport Delivery Group at 7.30 pm on Wednesday 29 July at Passmore Edwards Institute, Hayle.   Join in the general discussion and have your say.

The Hayle Oral History Project has now started 

In an effort to keep the memories of Hayle for everyone forever we are recording conversations and interviews with older members of the community about their working life in this busy industrial town with foundries, mines, a power station, harbour and explosive works.  We would also like to hear about family/ daily life and social activities such as the popular regatta, carnival and dances and any events that affected the town.  We are looking for: 

  • Older people who were brought up in Hayle and surrounding area who would enjoy talking about their memories. 
  • Volunteers from all age groups in Hayle who would be interested in learning audio recording and journalism skills and interviewing older people from the community. 
  • Young people in Hayle 12+ who would like to make a film with the Hayle Youth Project summer 09
  • Students who would like to boost their CV or use live projects for course work who are interested in audio/ moving image recordings.  
  • School children in Hayle who would like to get involved in finding out more about their town and learning new skills.
  • The Cornish Diaspora  - Hayle families that emigrated but still have many memories to share from their homes in Mexico, South Africa, the USA, Australia etc...
  • People with old audio recordings, film footage, postcards or photographs of Hayle
  • Local schools, colleges and community projects that would like to get involved.

 

The project focuses on Hayle and the surrounding area such as St. Erth, Gwinear, Connor Downs, Gwithian, Angarrack etc..

The Hayle Oral History Project is coordinated by an ex-BBC radio producer and reporter with experience working on Hollywood films, making BBC TV reports and lecturing at University College Falmouth.

GREEN TOURISM AWARD OPPORTUNITY

Amongst the speakers will be June Donnery, Riviere Sands, who is nearing the end of the process of being graded for a Green Tourism award.  Lanyon Manor Cottages have a silver and Calize Country House a Gold .

No doubt, you are already carrying out good practice with regards to recycling, use of energy saving light bulbs, and other energy saving measures.  To find out other ways to be "green" please come along to this event and start the journey to your Green Award.  This is an introductory, sew the seed session to be followed by mentoring and training over the coming autumn/winter to take you through to gaining a Green Tourism award.

Businesses opting to join Green Tourism are assessed by a qualified grading advisor against a rigorous set of criteria, covering a range of areas, like energy and water efficiency, waste management, biodiversity and more. Those businesses that meet the required standard, receive a Bronze, Silver, or Gold award based on their level of achievement. The current network of members is comprised of a wide range of business types, including accommodation providers, visitor attractions, corporate offices and others.

 
New blue plaques are in the works thanks to funding from Hayle Townscape.  It is planned to replace existing plaques and add new ones.  There will be 50 overall.  The Town Trail will follow soon and will reference the plaques.  
 
  The new Hayle flag flies proudly over the Recreation Ground.  Look for also at the Commercial Road Car Park and, soon, at Foundry Square.
 
ING Presents Latest Harbour Plans

At a packed meeting at the Hayle Community School, ING presented its final plans prior to going to the Penwith District Council Planning Committee on Tuesday, 13 January 2009.

Over 240 residents attended the presentation and there was plenty of opportunity for a lively question and answer session.

Residents are encouraged to attend the Planning Committee meeting at St. John's Hall in Penzance at 7pm on the 13th and also to come to Hayle Town Council's meeting at 7:15pm on Thursday, 8 January to hear town councillors debate their recommendation on the subject.

ING Plans for the Development of Hayle Harbour

Please note the details given below of the dates, times and venues of the next Delivery Group meetings. These will begin the consultation process on the Harbour Development Plans.

Please encourage everyone interested in this development to attend.

The meetings are open to everyone and will provide an opportunity to discuss important aspects of the proposals.  The four July meetings are a chance to hear from a representatives of ING Real Estate (UK) and ask them questions.  The August and September meetings will concentrate on specific issues raised at the July meetings.  We also understand that ING will shortly be able to provide a model of how the plans will look which should give everyone a better idea of what they are planning 

The meeting dates are as follows:

The final piece in the jigsaw was placed when Jane Sharp joined HAPP as the Plan Manager.  Jane is originally from Cornwall and has held a number of positions involved in regeneration, most recently in Yorkshire and also on the Mineral Tramways project in Poole.  She has degrees in both Human Environmental Studies and Planning.  Jane says that she is glad to be back in her home county of Cornwall and is very much looking forward to working on the Hayle Area Plan.

The Traffic and Transport Meeting on July 2nd had 32 participants and was attended by PDC officers and Mr. Gerry Prodohl of Buro Happold, the principal author of the Traffic and Transport element of the ING planning application.  He presented a briefing paper and answered many questions from the floor. It was recognised that there were still issues with the volume of traffic and that Buro Happold, on behalf of ING, would negotiate demand management and other mitigations with the County Council and the Highways Agency. Some of the important issues raised will be addressed at the next meeting of Traffic and Transport.

Hayle in Bloom presents Hayle Logo in Bloom.  The surround will become more blue as the plants mature.


Hayle Harbour Development - Outline Planning Application

Penwith District Council received the official outline planning application on April 25th and the full package is available for inspection in the Hayle Town Council clerk's office. 

The files are also on-line at www.hayletowncouncil.net.

Loggans Mill

The presentation on the proposed Loggans Mill development is now posted on the Business, Enterprise and Economy page.

Harvey's Foundry Trust - Heritage Working Group

Although a separate organisation, Harvey's Foundry Trust is focussed on achieving many of the same goals as the Hayle Area Plan Partnership and shares many members.  The newly-formed Heritage Working Group is tasked with the development and creation of the heritage and education centre to be built on the Harvey's Foundry site and to develop exhibition materials, interpretation of Hayle's history and to arrange for the conservation, storage and display of artefacts and objects related to Hayle's history.  One exciting project is the dismantling of the Goonvean steam engine and pump, part of which was built in Hayle, and its reinstallation at Foundry.

We are looking for additional members, with a variety of backgrounds, who could contribute to the working group.  We are also in need of a Secretary, and anyone able to take minutes and write letters would be welcomed.

Hayle Area Plan Partnership

Small Grants Programme

The Hayle Area Plan Partnership is delighted that, with the support of Penwith District Council, we are able to launch an opportunity for groups to secure small grants to promote, provide for or further the aims of the Hayle Area Plan 2025.

Any groups within the area of the three parishes of Gwinear/Gwithian, St Erth or the town of Hayle are eligible. Further information and application packs are available from the Community Regeneration team at Penwith District Council.

The maximum grant is £1,000 in one financial year and must be supported by one of the HAPP Delivery Groups. Running costs are not eligible – these grants are to create and promote new projects fulfilling the aims of the Area Plan, including the Parish plans for St. Erth and Gwinear/Gwithian.

Issues & Options – Public Consultation
Information & Advice Sessions

As part of the Penwith Local Development Framework the Council is preparing an Area
Action Plan for Hayle. This will guide development to where and when it is needed. An
initial Issues and Options paper is available for public consultation until 25 March 2008.
This seeks to establish the key issues affecting the area and the opportunities and options
that need to be examined to assist its regeneration.
The Issues and Options paper and related documents, including a questionnaire for
feedback, can be obtained from the Council Offices or viewed on the Council's website -
www.penwith.gov.uk. Alternatively, a copy can be requested by telephoning the Policy
Team on (01736) 336554 or emailing policyteam@penwith.gov.uk. Informal open sessions
for people to drop in and pick up a copy and obtain advice have also been arranged as
follows:

Hayle Area Action Plan - Issues and Options Paper

Public consultation from 17th January until 29th February 2008

Now extended until 25 March 2008

Production of the Hayle Area Action Plan, which will aim to guide development to where and when it is needed, is underway. This includes a series of linked tasks, including:

Hayle estuary : Hayle  estuary

  • developing the evidence base;
  • preparing issues and alternative options;
  • preparing the preferred options document and sustainability appraisal report; and
  • addressing representations on preferred options; and
  • preparing the submission version of the Hayle Area Action Plan and sustainability appraisal report.

The programme and timetable for the production of the Hayle Area Action Plan is set out in the Local Development Scheme.


The Issues & Options Paper for the Hayle Area Action Plan is available for public consultation from 17th January until 29th February 2008 25 March 2008.  The Paper seeks to establish the key issues affecting the area and the opportunities and options that need to be examined to help deliver its regeneration. The involvement of local residents and other stakeholders is therefore needed to help the Council develop the right planning policies and sustainable development proposals which meet the needs of the whole community

A copy of the Issues & Options Paper, and also  an Addendum, Map and Questionnaire, can be downloaded via the links on this page. Alternatively, copies can be requested by telephoning the Policy Team on (01736) 336554 or emailing policyteam@penwith.gov.uk. Copies of the documents are also available for viewing at the Council Offices at St Clare, as well as the public library in Hayle.

To ensure that your comments are considered by the Council in the production of the Preferred Options document, which will set out the Council's intended policy direction and favoured development sites and is programmed to be published for consultation later this year, please ensure that they are submitted before the end of the above-mentioned consultation period.

    • Community Well-Being on Tuesday, 26 February at the Day Care Centre

Summary of Progress so far:

Heritage & Environment: - Chairman Frank Scott Mance

  • Tony Walden addressed the last meeting updating progress on Townscape projects.
  • Walkway around Copperhouse Pool still under discussion, contacting the opposition group.
  • Tom King and Georgina Schofied to produce a proposal of more commemorative plaques, including design and wording, to the next meeting.
  • They will also seek funding for illustrative murals.
  • Arranged for the subject of Debris on the beach to be on the Harbour Advisory Board meeting.
  • Arranged for Beach access to be discussed at next Towans partnership.
  • Next meeting will address the issue of ‘culture’/events. David Scott and interested parties to attend.
  • Save.Our.Sand. have joined this delivery group.
  • It has been proposed to create sub group from all Delivery groups to look at Footpaths in the Plan area.


Traffic and Transport – Chairman Joe Colliver

  • Are working with Townscape and CC to develop the cycle way at Black Road.
  • Have supported the Park & Ride scheme at St. Erth.
  • Participated in the Rural Transport Forum –particularly concerned about Bus Stops in Hayle.
  • Looking at developing the cycle path between the viaduct and East Quay.
  • Last meeting discussed traffic congestion in the town and possible new junction at Tolroy and was addressed by Mike Peters (CCC Divisional Surveyor)
  • The Town Forum Streetscape group has been subsumed into this Delivery Group.

Community Well Being. Chairman John Coombe

  • The group had received talks from Watersports Centre, Carew House and the Activity/Sports Centre. Tatia Mitchell (PDC) is preparing an assessment of these projects so that officers can discuss similarities/differences and opportunities for joint working before sharing the findings with the groups themselves.
  • There had been two good discussions on Youth Projects and they were on the next agenda (12/06/07).
  • They promoted an Affordable Housing Information Evening - the Penwith Team had done a great job but there was a poor turnout and we failed to attract those to whom affordable housing is most relevant.

Business & Enterprise. Chairman John Nunn

  • A proposal for a Penwith Extreme Sports Centre of excellence is under consideration (Next Meeting)
  • Hayle Area Web Site/ Branding. progressing under Chris Head and Martin Nixon .
  • Group following up the ideas of a mobile Hayle Promotion Centre and a centre for Alternative Energy
  • Economy – Group very concerned about promoting business in the Town and seeking more investment. The group discussed the issue with Rachel Cresswell of Cornwall Pure Business and Charlotte Chadwick (PDC)

Tourism and Sustainability. – Jacqui Head is maintaining a watching brief

  • Penwith may offer to do a sustainability appraisal of the Plan.
  • This heading crosses all the others and Tourism particularly linked with the Business Group

The Tourism and Sustainability Delivery Group has experienced a small turnout and the Steering Group has decided to transfer Projects 24 and 28 to the Business, Enterprise and Economy Delivery Group and Projects 25, 26 and 27 to Heritage, Culture and Environment.  Please refer to the 27 March minutes of the Steering Group.

On the 12th of September, Penwith District Council SEE Committee, with the full support of the HAPP Management Team, voted to support appointment of a HAPP Manager for two years.  Additional funding will be sought to fund an additional year.  Having a full-time Plan Manager will give a huge impetus to the work of the Delivery Groups.
